^ it depends on how much making the weight takes out of that fighter. Porter is big for Welter, so a couple extra lbs won't help him at all
"Broner and Spence stepping up their competition." ... is it really "stepping up" if you're fighting a Welterweight at a catchweight? Gimme a break, that's a joke

Just my 2 cents, but I dunno if Garcia would bother wasting his time with Broner. to go from Lamont Peterson to Broner would actually be a drop in opposition

Porter will outpoint broner, possibly outpoint him depending on how well conditioned broner is
I can't see any way broner beating porter
Porter better athlete, stronger. Better inside fighter. Broner won't be able to stop porter from ambushing him and getting inside and scoring points. Porter is the busier fighter.
Porter wins a wide decision.
