USADA spoke to Manny’s doctors twice, investigated, and confirmed in writing that the proposed treatments, if used, were completely allowed. The medication approved for fight night was a non-steroidal anti-inflammatory (Toradol)."Comment

And many argue he lost the fight in large due to the injury. Floyd did have a significant skill gap in his favor as well. My point is, Pac potentially fought with an injury against a good fighter, he fought with the injury (allegedly) against the best boxer of our era. Just another disadvantage for Pac, pretty uphill battle if you ask me.
Regarding Floyd, he wasn't "Floyd" then, he was just establishing himself to a large degree. He did what he could to win, unlike Manny who never really tried to win.
Floyd's efforts were commendable either way, I don't think Manny's were.Comment

"We had no medical information, no MRIs, no documents," said Travis Tygart, who heads the USADA. "It was not an anti-doping issue. The real question is why his camp checked 'no' on the disclosure. Either they made a terrible mistake to not follow the rules or they were trying not to give information to the other side. I'm not sure there's a middle ground."Comment
