For ticket sales to happen there has to be a fight, but there's no fight without money. For a guaranteed purse there has to be financial backing. The promoter always calls the shots because they pay for the promotion and take the financial risk. I know that's not how it is in Dirk's Utopia, but back in the real world that's how it works and how it has always worked.

Last I heard, Rigondeuax is not fighting anyone because he's sitting out his contract.

It's because he wants to break free from his current promotional team and maybe finally get some proper backing. Haymon or Roc Nation seem likely. Would have liked to have seen him sign with Warren to build his name in the UK.
