Foreman could of had a greater legacy if it wasnt for him disappearing for years at a time after a loss. And you know that floyd cherish his record thats the first thing he will always bring up as a scale "well im undefeated and Ali isnt so im the greatest blah blah blah"

I think there isn't rematch clause because:
A: The negotiations between Arum and Haymon/May and between HBO and Showtime were uncomfortable and hard enough first timeto them to not stick to a rematch clause.
B: Mayweather now is only fighting for set or break that record, the record is only work if he stays undefeated now and on his next 1 (set) or two (break) fights, if he loses to Pacquiao his record is done he won't have any motivation no more and he will retire in the ring or few days after the fight.
But I share the opinion that there will be no need for a rematch, I think Mayweather will win 116-112 with Pacquiao steal some early rounds with his speed and awkwardness but after that Mayweather adapts and defeat him. So I don't think that it will be particularly close or controversial. In fact I think that it won't be as close as the first Mayweather-Maidana, not because Maidana would be a better fighter than Pac, simply because the styles.
