FACTS: Kovalev has NOT renewed his HBO contract as yet. His existing contract gives HBO the right of first refusal on his next fight. If the Stevenson fight goes to purse bid, they are obligated to give HBO first shot at the broadcast or Kovalev will be prevented from accepting. IF Kovalev fights his next fight on HBO BEFORE signing for the Stevenson fight, that should take up the optional fight on Kovalev's contract and AFTER that fight happens, Kovalev will be free to fight wherever necessary up to the point he signs a new exclusive contract with HBO.
This is why going to an immediate purse bid, before things are signed for Mohammedi, is not possible for Duva. If Duva signs the mandatory defense and that fight has been completed and broadcast on HBO, there is nothing preventing her from going to purse bid BEFORE signing a new HBO contract.
Fact 2: Duva never asked WBC to go to purse bid. GYM did and they were well aware of the clause in Kovalev's contract regarding right of first refusal on his next fight as Stevenson had the exact same clause in his contract. GYM were very aware that Duva could not go to purse bid and would look foolish when she refused.

Or Kovalev can negotiate a new contract that only begins after the Stevenson fight or that does not include that particular fight. For that to happen, Kovalev's management has to make that part of the new contract and HBO has to accept it.
The terms of his current contract do not state that HBO has the right to match the highest bidder, HBO has the right of first refusal no matter what another network may bid. Basically Kovalev is still exclusive to HBO under the current terms of their contract unless HBO refuses the next fight. I have no idea how the monetary terms would be worked out, they would probably adhere to the existing contract terms.
