This is simple. The $5 million was well intended and it wasn't meant to low ball, unlike what Floyd did. What Floyd could have said is "Manny, its too low. Lets make it $15 million (example)"

If Mayweather knew Pacquiao would turn down the fight over blood drawn close to the fight as you say and really didn't want it, why would he then offer a 14 day cut-off? Completely making the blood drawn close to the fight excuse irrelevant.
