Cotto might fight Golovkin, but only at some terrible 154.9 catchweight that Golovkin can't make.

Golovkin would make the catchweight and knock Cotto out worse than he did Ishida. He said he could make 154 for the right fight and I do not have any reason to doubt him.

GGG would be a mandatory defence, so Cotto couldn't impose a CW on him. He could try and negotiate one, but if GGG turned it down Cotto would have to fight him at 160 or be stripped.
