You idiots know that it was Oscar's idea to go down 147 right?
He was supposed to fight Cotto at 147, but Cotto ate plaster vs Marg, and so they presented Pacquiao (a 130 pounder at the time) instead.
You guys don't remember this at all? You guys don't remember how everyone was saying that Oscar would KO Cotto and Pac at 147? And how the Pacquiao fight would just be a publicity stunt because Pacquiao is way too small???
But to answer the question, NO, 147 is not a catchweight because its the official weight limit for WW.
Pacquiao vs Cotto/Marg and Floyd vs Canelo/JMM were catchweights.
