Why is Peter Quillin under-rate compared to GGG?

So why the hell is Quillen underestimated when he is clearly better skillwise?

If Quillin was the mandatory to Golovkin's belt
If the WBA made Quillin the mandatory challenger to Golovkin's belt tomorrow this is how it would go down: Golovkin would sign the contract no matter what the terms of the fight were cause he knows people like the creator of this thread are out there claiming that he has never fought anyone. Quillin would likely say he is too much of a draw to fight someone unheard of like Golovkin and boxing is a business even though he has has yet to headline a card and can't sell tickets for ****. Once 6 or 7 months pass and people are not posting cherry emojis on Quillin's instagram and cussing him out on twitter under every tweet he posts he will sign to fight some unheard of European on a Paulie Malignagi or Danny Garcia undercard.
