Why is Peter Quillin under-rate compared to GGG?

GGG was pretty much outboxed in his last bout, he only won it by sheer brute force. His opponent is not necessarily anyone that people expected to win but he was making GGG look like complete utter dookie. Everyone considers GGG as though he's great at his craft but that was exposed to be a lie that night.

Which brings me to my point.. Peter Quillin is a much better boxer and have a higher level at his craft. Quillin also has power in both hands, maybe not on GGG's level (check his gloves please) but he definitely can get you out of there. Quillin have more pop and skill than anyone GGG has faced so far. So why the hell is Quillen underestimated when he is clearly better skillwise?

GGG was getting outboxed and following his face in to punches by a lesser fighter. GGG only won through brute strength via loaded gloves.
