BUT, as you mentioned Floyd's the poster boy for drug testing (if you forget about xylocaine - legal only in Nevada) and of course the USADA who didn't catch Marion jones, lance Armstrong, Justin Gatlin, Maurice Greene; but rather it was WADA, the organization Team Pacquiao suggested in place of the USADA. This is why Floyds getting heat for even having a connection.

Xylocaine isn't banned in any state.

Xylocaine is not banned according to the FDA, USADA, WADA, and the NSAC. In fact, I can’t find any other State Athletic Commission that bans it either.

Yes USADA is a branch of WADA, a branch that has been embarrassed by performance in catching cheats, they've historically been very poor, so much so that WADA agents have had to become involved in many cases that cheats were caught.
