Question not related to Mayweather/Pacquiao, but if WADA and USADA code gives a 4 year ban for failed drug test, what does VADA do?

USADA and WADA don't just look at bans handed out to Tyson Gay. Sometime they hand out 6 month bans

VADA just like USADA in this case will not ban either boxer, it is up to the commissions NSAC to ban.
