Floyd was fighting probably at a much lower weight too at 16 in the amateurs. Pacquiao is still tiny as a welterweight, the guy has to eat tons of protein just to hold 147 lbs on his frame in training camp.
Paulie is severely bitter on his own short comings in his career and thinks he was overshadowed and wasn't appreciated as the perceived elite fighter he was. Truth is Paulie was a very very mediocre fighter. Plenty of heart and good chin, but very weak offense and defense that only works with him twitching in wigging out like a squirrelly crack head in the ring. Now he blames his lack of managerial guidance as he thinks he wasn't treated as the real celebrity he was and thinks he is, and resorting to dismissing Pacquiao as a whole.
