Similar to spanish when one says so and so doesn't have a heart, it means said individual is rutheless, doesn't have emotions and acts on instinct/animalistic.

yeah, i think it was intended as a jokey comment to this effect. saying that pascal doesn't have heart in the way that the idiom is usually meant would be nonsensical in the context of what he was saying
