Because Jay-Z is a million times better at marketing than Cotto, that's obvious. He's also 999,999 times better at it than Top Rank, they have not kept up with the times at all. Now, there are people with bigger pockets and better marketing coming in. Not just the fighters but the matchmakers, trainers and basically anyone and everyone employed at Top Rank would leave for more money. Cotto got so much more things available to him outside of boxing that Top Rank has no choice.

Why not use RocNations resources which are far better reaching than Cotto's or Top rank to raise your brand which means more people buying the boxing cards.
