There's nothing they can do to stop Cotto having a voluntary. He's well within his rights to exercise that. They'll have to wait until later in the year to really force Cotto's hand.

Otherwise just move up to 168 and get it over with. I bet top 168lbers are licking their lips at the thought of derailing boxing's "Golden Boys" path of destruction.
If they don't do any of this..... It's a damn shame that such a great talent is being milked by a bunch of greedy people.

How do you know they haven't sent offers to these guys? You seriously don't think they attempted to negotiate with Cotto? The guy is clearly not interested. They obviously have tried with bigger names, a deal was in place for Chavez who pulled out.
There isn't much he can do here. HBO is giving him a date in May, everyone already has fights including 168 so he can either fight a top 15 guy or not fight at all. If you prefer he sits until someone with a name accepts, well thats easier for us to say being we aren't the ones missing out on a paycheck.
His team is saying the goal is Cotto's belt. I'm sure they are expecting Miguel to vacate since he won't fight GGG and he'll have to fight someone for the vacant title assuming the WBC follows their own rules (which by no means is a guarantee). Eventually if he can't get any unification bouts or big names he'll be forced to go to 168 which is a shame as us fans always want to see a weight class unified, but he can't force these guys to fight.

He signed to fight Chavez at 168, and Chavez walked away. His team reached out to Froch and was told no. There were talks with Kessler that apparently went no where.
What at 168 should he be reaching for besides Ward, who isn't fighting anyone?

This is totally not a knock on Golovkin. I'm a huge fan. It's his handlers and HBO. You're probably right- they have sent offers to Cotto and all these guys (I know they did for Quillin) but that's obviously not enough at this point. Which is why I'm suggesting:
Make the offer public. How many boxing fans use twitter and other sites? Cotto, Quillin, Chavez Jr.... I guarantee you they have 1000s of blind fans who don't even know Golovkin exists or that they're favorite fighters are/have been ducking him. So, what they need to do is make the offers public. Tag the **** out of every person in the industry... Tag the opposing fighters, they're handlers, promoters, etc.... Let EVERYONE know they're being ducked. Let JCC Jr's and Cotto's fans who don't know about Golovkin know they're fav fighter is ducking him.
THEN if this doesn't work.... as you said, it's a shame because we all want a unified division-but maybe it's time to move up to 168? You can only stay so "active" and keep taking these stay-busy fights. Which is why I'm not suggesting he stop fighting until someone steps up, I'm suggesting he stop this "Stay busy against top 25 MW" and just get it over with and move up to 168. Besides the guys who are ducking him at 160..... those are the only "legacy fights" left for GGG.
