It'd be Brook. It doesn't matter whose the bigger name between Khan or Brook, its Pacquaio's name that's going to carry the card. Between the two Brooke is the lesser threat plus he should still have a title to put on the line.

Just found that video of both men best punches. I think Manny beats anyone not named Floyd. He was able to catch Floyd more than I thought. The jab was really the key for Floyd. He couldnt miss.

He was hurt by Carson Jones and wobbled against Senchenko. But both pose different problems to him, Brook has size and a jab while Khan has movement and a jab.
