Pacquaio did not say "I'll do your test". He said "I won't do your test" or atleast not in the requested time frame (14 days out).

The fight fell through because Pacquaio refused that.

The irony is that there is a possibility that an A-side fighter could delay the announcement of the fight to shorten the random testing period. If he's juicing, he would taper down right before testing begins and not get caught. Could this be why Floyd is delaying the announcement? Who knows.

It's a real possibility. Rigondeaux could have easily done this with Memo Heredia when he finally agreed to VADA testing only 6-7 wks before his fight with Donaire. Meanwhile, Donaire was VADA tested 24/7/365.
