Actually you're right that it's technically not a direct quote from Pacquiao but Roach and Arum are repeating what they say Pacquiao told them. Since Pacquiao never denied or refuted it, he said it.

Floyd has been at least consistent with whenever they mention Pacquiao he goes on vacation or switches the subject
This the video of the dying kid from Make a wish foundation his wish was to have Floyd fight Pacquiao, the sick teen had more confidence in Floyd than Floyd had in himself.
Floyd shoots down the teens wish in this video cold blooded...

not really....not the same at all. I gave you direct Floyd quotes. Ariza also said that Manny isn't afraid of needles so there you have it...he is and he isnt. Your point is moot anyway as drug testing hasnt been an issue for 1-2 years now. So you're OK with Manny admitting that he passed on a Mayweather fight in 2010 because he thinks potentially having blood drawn close to a fight makes him weak?not really....not the same at all. There is no contract but there haven been weeks and weeks of negotiations , drafts, memos- the framework for a contract. The parts that make up a contract. Technically there can be no contract until both principals sign it. The key points are what's been agreed to.Comment

The fact of the matter is that it was a lie that prevented the first fight from happening. Pacquiao is every bit at fault for that whether it's true or not.
