I'm saying that's entirely false.
With regard to testing, he wanted it totally unannounced. Pacquiao wanted 30 days. Mayweather dropped to 14 and Manny to 24. Clearly, Mayweather was more willing to compromise.
Further, when Manny wanted a weight penalty, Mayweather agreed. He didn't say "let the commission do their job" or what have you. He just agreed.
