Compulsive neurotic behavoir, regardless of the specifics, is indeed very hard to control. As a matter of fact one definition of neurotic behavoir is when your compulsion controls you. Floyd definitely exhibits signs of neurotic behavoir. As you point out it is about control of the environment.

I'm not making excuses. Its a condition that is hard to get under control. Most that I have met never truly got it under control. His OCD is also the reason for his skills inside the ring especially his defensive skills. That is why being a perfectionist is so important. He actually gets embarrassed when he gets hit with flush shots. If he did not have OCD he would not still be training as hard or hard then he was before he became champion. He does not have to ability to get bored with something he loves. Boxing is his obsession as well. That is why even when he is trying to relax he has to stop what he is doing and go run 4 miles. Because he obsessives over someone becoming better than him. GSP had the same problem is was his reason for retiring. He was not allowed to take breaks like Mayweather and could not function because he obsessed over the opponents that were constantly placed in front of him. A lot of successful people have OCD.
