Doesn't mean a damned thing. USADA has a completely different deal with the International Cycling Federation. That deal is made to catch as many dirty cyclers as possible. You cannot compare Cycling to Boxing. Cycling is one of the best tested sports, with biological passports, while boxing is one of the worst tested sports, its a fugging joke that always tries to let fighters cheat un******ed.
USADA has different contracts for different fights, and in all their fights in boxing the protocols are designed to not catch dirty fighters, they are designed to allow the fight to continue. It is a fact, that you can secretly get waivers to suppress dirty tests with USADA in boxing.
Each sport as their own particularities of what is legal, and how strict and loss they are. There is NO NORM. USADA doesn't come and say, NO xylocaine is ILLEGAL! This changes from state to state. They didn't even allow Armstrong to get away, and he had a clean image, cancer posterboy, tons of endorsements, etc. Armstrong had so much more to lose and was an American hero of sorts. Mayweather is an American villain if anything. Total opposite. But yet, they're going to protect him and not protect Armstrong? Yeah, keep believing that fairy tale.
