I don't think Mayweather's legacy will be ruined by not fighting Pacquiao. Roach saying it doesn't make it true either because he's obviously being biased. With that being said, if any one of these two will be remembered, I think Mayweather will be remembered more. Mayweather is more of a controversial figure. Much like Tyson, Ali, and so forth. Outside of boxing Pacquiao is pretty boring. Also, Mayweather's name will more likely be associated with boxing especially if his promotional company take off. Once Pacquiao retire, unless the national/international media start covering the Philippines on a much larger scale, you'll hardly hear the name Manny Pacquiao, unless Jim Lampley takes over all media.

The bottom line is, these are two special boxers. Take away the fan boys and you could actually get an honest assessment of both their skills. I agree they should fight but to say Mayweather is the only one that will suffer for the fight not happening is just being biased as usual.
