For a non-American doing the ppv numbers against Algeiri, his doing better than most boxers based in the US. Yes, Pac's ppv sales has gone down due to match making. There is no one else in welterweight and jr welterweight that Pac can do over a millon ppv sales. Danny Garcia is the only one that might do decent ppv sales against Pac.
The Hatton, JM Marquez, Mosley, Cotto, and Margarito opponents are no more.
The only fight that will really do great and exceed ppv sales is the Pac-Floyd fight. Pac's only choice in doing a great ppv is Garcia. Since Floyd fights at 154, maybe a GGG fight can give him great ppv sales.
