There's no such thing really, all fight deals (like all business deals) are decided on the basis of negotiating power. But in most fights involving a star there's a clear enough difference between the two to label the more the powerful party the 'A side'.

In events like Pacquiao-Mayweather, that difference is much less obvious given that Manny is one of the biggest PPV stars ever. In this case the A/B side thing is just something for fanboys to argue about.

Pacquiao is a top 5 p4p fighter. 2nd biggest draw in boxing. Beaten a lot better opponents than Khan, and would easily be the biggest fight Floyd can make. It is still the fight EVERYONE wants to see.
