Whitaker didn't have the type of power to hurt Pac, but he could surely outbox him I have no doubt, I'd pick Whitaker based on the fact in his prime he was a "Sweet" boxer!

Whitaker would have trouble with Manny's awkward movement, awkward punching angles, speed, and power. Besides Manny is very hard to clinch with his movement and you will get caught eventually, ask Hatton. Pacquiao by UD. Pernell will play it too safe ala Mosley.
