Floyd is historically greater although I think Manny's resume can boast better accolades.
I just think that the way Floyd fights shows so many different levels of boxing mastery as where Manny's game has more holes when comparing the two. I think if Floyd had more stopping power his claim to "TBE" would show more credibility.
This makes Floyd a greater fighter IMO.

Manny PAC is the greatest 'fighter' of our era.
Floyd is the greatest 'boxer' of our era.
PAC is a fighter who has been facing bigger, heavier guys for years now. He's a fighter who's successfully has come back from KO losses. PAC's style is offensive and dynamic and to fight. That fighting spirit from PAC has been there since he was trying to get by on the streets in the PI.
Floyd has been around boxing his whole life. He's been trained in the fundamentals from the start, from the amateurs, olympics, to the pros. He is definitely the best classic boxer of our era.

Not Manny Pacquiao, this ATG has been putting in work with no breaks since he first came on the scene, a true fighter.

And half of these wins are at welterweight, a small fighter being able to compete with fighters who are bigger, stronger, and just as fast, for so long is incredible knowing how small Pacquiao is, and to win 8tittles in so many divisions is ATG status, it's for the record books.
Fact is he fought all the future HOF'ers in impressive fashion.
Pacquiao is now 35, and past his prime. Enjoy him, this type of fighter comes through once in a lifetime.

Everyone says Floyd is the best businessman, retires when his division gets hot , and then unretires when the threats have passed. Just no cut from the same cloth.
All of that and he never fought the best welterweight the entire time. He fought them all coming off of losses, sometimes shocking KO losses.
