Many times the best Mexican fighters are significantly smaller than American fighters, and when they do meet there's a size disparity. For example, the one time Floyd fought a Mexican in his ideal weight was Castillo. Both were still in their primes and he escaped with a controversial decision, and a competitive but clear decicion in the rematch.
For what it's worth I see American boxing as being ahead at the top with guys like Floyd and Ward. I still think overall, including all weights, Mexico is slightly ahead at the moment.
