Paqciao never refused the test. He agreed to unlimited urine and 3 blood tests, one of which would be taken right after the press con, the other immediately after the fight. This was way above and beyond what VADA and USADA is currently doing. I doubt there's even blood tests in Mayweather's recent fights. Pederson, Berto and Mayweather were caught by urine samples. Pederson and Berto's urine were taken 3 months before their respective fights. Paqciao didn't refuse testing and have never refused one.
