Both holding and clinching is illegal according to the Nevada Atheltic Comission rules. There's no need to differentiate.
NAC 467.675 Acts constituting fouls in boxing.
The following acts constitute fouls in boxing:
3. Holding an opponent with one hand and hitting with the other.
4. Holding or deliberately maintaining a clinch.
The ref should absolutely break them apart. Always. There should be zero holding and clinching period. Maidana should not be fighting when he's being clinched or held because the clinching/holding shouldn't be happening in the first place. Ref needs to break them apart, warn the clinching fighter, and take points off if they keep on doing it. "Breaking apart too early" shouldn't even be a thing because the ref should have taken points off by then.

hes 37 and getting older and chino has a great trainer and a hard style to fight against why are people downplaying that? styles make fights why cant "boxing" fans see this? chino is a better fighter with garcia its plain to see, is he an ATG? no but hes as good solid professional fighter, Ali and SRR struggled with opponents they were supposed to beat easily, even go Knocked down u guys are too much!Comment

What annoys me the most is when people complain about the ref breaking apart fighters too early. "Bayless isn't letting Maidana fight inside by breaking them apart too early! He still had one hand free!"
The ref should absolutely break them apart. Always. There should be zero holding and clinching period. Maidana should not be fighting when he's being clinched or held because the clinching/holding shouldn't be happening in the first place. Ref needs to break them apart, warn the clinching fighter, and take points off if they keep on doing it. "Breaking apart too early" shouldn't even be a thing because the ref should have taken points off by then discouraging the fighters from doing it again.

Didn't know that because so many referees say "you got a hand free" and let them work for a little bit then jump in

floyds stans for the longest time kept believing an aggressive fighter will just feed floyds offense, they will give him so much to work off that he'll eventually stop them if they didn't just back off after constant counters
despite the reality of even before maidana he could never really handle aggressive fightersComment
