Incidentally i was thinking about this when i watch the highlights of his fight with Lucas Matthyse and I really do class him as a counterpuncher, He was basically punching with Lucas everytime he saw Lucas hands go, having said that it takes a good boxer to do that, it means he had to be alert, quick , super focus and he had to have a very very good reaction to punch with someone, I watch him throwing punches a split half seconds after Lucas has let his hands go and he was able to avoid some of Lucas punches and land his punches.

No way! He just closes his eyes every time he fights. He is the luckiest fighter ever!

Someone like Pac who feints alot will have a field day with Garcia as he throws the second he sees his opponent's arms move.

Garcia doesn't do that, I'm in the very small minority too but Garcia beats Pacquiao at this point.

Just because he doesn't fit a very narrow definition of what you describe as a counter puncher doesn't mean he isn't one. There is more than one way to counter punch, Mayweathers check hook against Hatton is a counter, he sees Hattons left coming, moves to the side and throws a hook 'countering' his punch and movement. Just like Toneys shoulder roll right hand over the top is a counter punch. Ali's pull counter against Liston is a counter punch. When Jersey Joe Walcott slips Ezzards Charles punch and throws the uppercut its a counter.
It is not narrow to make a distinction between different degrees of skill when executing a counter punch. There are Better and worse counter punchers and catching someone a certain way does make for a difference in skill.

I tend to agree with the camp that says you can call Garcia a counter puncher albeit not a very good one.

Whether you think he looks good doing it or not, he technically counter punches in its most literal sense. He's not Hopkins Mayweather or Rigondeaux, but he does counterpunch.

Danny punches with his opponent. That's not counter punching or catch and return. He does have a decent check hook though.
