He is running for the Philippine Senate in 2016, unlike the House, they have an attendance requirement. If he wins he has to retire to be able to keep his Senate seat.

He is done in 2016 if he wins.

By then Canelo will be a full blown PPV star, Broner will probably be #2 PPV star. Golovkin and Kovalev will both have a loss. Floyd will be 49-0 contemplating on going 50-0 or retiring. Hopkins will be 51 years old, with wins over Kovalev and Stevenson. Danny Garcia would have 2 losses, both at 147.

His "run" actually started in 2001 when he dismantled Ledwaba on two weeks notice. In between that win and his controversial split decision loss to Bradley he lost just once to Erik Morales, whose pretty f'n good himself. Lacks consistency?

Pacquiao will most likely go down as the best fighter in his generation, regardless of what his haters think.

I'm curious was Julio Cesar Chavez still "great" when he fought Kostya Tszyu? I mean by your definition "great fighters" are ALWAYS great right?
