He did refuse the tests. Why else didn't the fight happen?
His only compromise was announced testing or a 30-day cut-off period, which allows you to juice up all kinds of stuff.
Later that year, they only agreed to testing up until 7 days, which is when they said "oh, we agree to all his demands!"
They only said this when they knew the cut-off compromise was off the table. And they could still get at least 80% of the benefits with the 7-day cut-off.
Of course, EPO can be out of the system in a day or so.
All things considered, if I'm Mayweather and seeing this reaction, I'd consider all of that major red flags.
