Impossible, Bigger fighters don't need belts to get fights, they would just relinquish the belt and let two other guys fight for the vacant title. The sanc. bodies know this so they keep their mouth shut and just rake in that nice cut they get from the popular fighters PPV's.

The problem is the sanctioning fees are a percentage of purse. It makes sense because somebody like Richar Abril shouldn't be paying the same dollar fees as somebody like Mayweather and Pac. But the problem is the big money fighters are the biggest source of revenue for the sanctioning bodies so they don't want to strip the cash cow of his belt.

That's why the WBA has a Super Champion because of fighters who are bigger than the sport who avoid their mandatories.
