Why will Andre Ward not fight outside the USA and why will he not do PED testing?

Andre Ward has fought outside of the U.S. as many times as Bute has fought outside of Canada. Yet it's only an issue for Ward for some reason.

Stevenson has fought outside of Canada the same amount as Ward has...Yet not a peep from any one.

Pascal has fought outside of Canada the same amount Ward has fought outside of the U.S....No one cares.

Hopkins left the U.S. 3 times in 65 fights...nobody cares.

Mayweather has never left the U.S. in 46 fights...no one cares.

etc. etc.

Ward hasn't fought outside of the U.S.? Let's throw a fit.

A lot of people bring up Floyd never leaving Vegas these days, though it's usually to throw out PED accusations. Vegas covering for him and all that.

The main issue is that most those guys you mentioned make big money fighting anyone at home, whereas Ward fights in a division where he would have to travel to make the money he wants.
