Pac started very young at 106lbs but if you look at body type and over all size he is only slightly smaller than Mayweather and fellows like Cotto. Look at his legs, his thighs are lean and his calfs are huge. His shoulder width is only slightly smaller and his reach is fine in comparison to his competitions.

Ali was 5'10" and 156lbs at junior middleweight as a kid! Kids grow up and even when a lot of height growth isn't apparent their bodies thicken and maturity adds muscle and denseness. All of these welters are actually blown up junior welters and lightweights anyway.
