Nah I think the BALCO scandal happened way before the margarito fight. The video off him testifying was some time before he fought margarito.

also, margarito had plaster when he fought cotto. i can't see how you could believe otherwise. he had no power after he was caught. he was a puncher cotto couldn't stand with in their first fight, and in their second fight, cotto took his punches.
