I don't think its fair to accuse either guy of being on something without proof. With that said though it would be extremely naive to think that Floyd would be above cheating. He has shown he has no respect for laws or rules. Couple that with his un ending desire to stay on top and I wouldn't think for one second he would be above taking something to get an edge if he thought he was slipping and thought he had the means to stay ahead of any testing. We saw though the biogenesis case that the testing is years behind the science. Guys that were taking that stuff were passing MLB and Olympic testing with ease.

I believe if either Pacquiao or Mayweather are on something it will be revealed in time after they are done and after there is no incentive for someone in the know to protect them and need to make a few bucks.
