Oddly enough, I think he simply understands the business of Boxing. That he will never get a fight with Wlad on deserving merit alone. The only way it is possible is to goat Wlad in public to try to create some false sense of interest and legitimacy to the fight. Enough running of the mouth that they just "make it".

IMO, the person Briggs is really angry with is himself.
It must be a terrible thing to wake up every morning flat broke and knowing that you once had a chance to really make something out of your life, but you blew it. Or allowed others to blow it for you.
Not Wlad's fault, of course, and Briggs made a complete idiot of himself there. But I can't help feeling some sympathy for the guy.

Thats really no coincidence. Wlad is an arrogant prick. Briggs threw more punches there than he did in his last few fights combined.

Briggs has dementia and I would not be suprised if his pay was screwed with. The reason these guys are not respected is because they appear to be much more concerned with getting every penny than fighting the guys who might actually challenge them for the championship.
