Shane overall, Judah's hands, Floyd, Gamboa, Martinez (Taking size into account), calderon, Pac, Naz, Direll, Oscar.
It's hard to rate very fast small guys because they're all generally fast thats why Calderon and Naz are ranked fairly low just because its hard to gauge. You could generally say most HW have power and most the small guys are fast.
Shane's athleticism, speed, power and explosiveness in his hands and feet really stand out among the rest. Oscar was very quick but because he fought everyone we knew others were quicker still. Floyd fought fast fighters and still seemed fast and Judah if anything can (or used to) be able to let lightning fly. Gamboa is also very explosive but hes hard to gauge. Pac has practically no history of fighting fast men to compare speed against (aside from Old Shane who seemed to have faster single shots and Bradley also seeming faster at times). I think his foot speed is more impressive than his hands (how fast he can "shuffle" his feet coming forward) Martinez is very fluid with his feet and kind of glided around and doesnt seem as fast as he really is but the guys speed and athleticism is rare. He fights like a small guy. Certain camera angles make him seem slow but look at it from diff angles or live and you see how much distance he closes and puts between him and his opposition.
