Because the standards placed on Floyd Maywather Jr are so much higher than any other fighter today.
Yet let's reflect on Pac who people like to compare Floyd to or visa versa. Going back before fighting Hatton, Pac fought DLH at a weight Hoya hadn’t fought at in over 8 years. DLH’s previous 2 fights before Pac were against Floyd in which DLH lost and then had a fight against Steve Forbes in which DLH looked terribly washed up and pathetic. Yet, it was a smart move on Roach and Pac. Especially Roach as he knew what he was going to get. He told everyone that would listen. He was right. Great career move.
Anyway, so what has Pac really accomplished at WW especially when you try and compare it to Floyd? When Pac was deathly scared of blood and needles and ducked a 50-50 fight with Floyd, Pac fought a bum named Clottey whose previous fight was a loss against Cotto and most meaningful win was vs Judah. Before the Clottey fight, Pac fought Cotto who just went life and death with that bum Clottey. Cotto’s fight before Clottey was against some bum named Michael Jennings (for a vacant WBO belt) and before that fight Cotto was destroyed by a cowardly fraud in Margarito. We won't even talk about the Mosley fight as any real boxing fan shamed Pac for that disgraceful cherry pick. Especially after publicly ducking him when he was WW Champion.
So after that strategic match making by Bob, Pacquiao then moves up to fight a banned WW fighter, the cowardly fraud Margario for yet another vacant belt at JMW that neither guy was ever in line for a shot at. This was a move that effectively let Pacquiao win a belt at 154 but dodge a legitimate Champion in that division. See the trend? However, Bradley was a solid pick but even he wasn't a WW. Rios was just down right a cherry pick/look good fight who also didn't fight at WW.
Records reflect that when you look at the men Floyd has faced throughout his career, he almost always did it in their natural habitat (Baldomir between 14-18lbs heavier, Corrales (RIP) 18lbs heavier, Oscar, better than 10lbs heavier just for example). Hell, even Alvarez at a catchweight weighed more than Floyd.
Most would say Floyd was bigger than Hatton, Marquez, or Ortiz. Some would probably even try an argue Gureero too. However an advantage goes both ways. Him being bigger than these men is no different than Pacquiao making bigger men fight smaller. Besides nobody gives Mayweather credit for the JMM fight... well that was until Pac decided to fight JMM at WW 2X and ended up being put to sleep by a 39 year old LW that had previously displayed he should never fight at WW again.
At the end of the day the fact is, Floyd has fought and beat more lineal and current champions than Pacquiao, his reign of supremacy is twice as long as Pacquiao's, and he's never lost. Floyd also dismantled and shut down the last known fighter (JMM) to give Pacquiao a lot problems (4X) to say the very least. Also keep in mind that 5 out of 8 of Pac's division titles where vacant belts.
Floyd trumps Pac's WW/JMW record. But obviously the standards are completely different amongst the two fighters. That is clear.
Here is a few great question for anyone to answer;
Tell me when the last time Manny Pac went into a division and beat the top 2 guys or 2 of the top 3 guys in a division?
Also, tell me who was the last WW that Pac fought and beat who looked good in their previous fight or just simply came off a win at WW?
