+450 is a dog yes. But not a huge underdog. It's hard to judge a line when a Philippino or a Mexican fight because their countrymen put down bank on their boy simply because of allegiance. I'm not surprised the line hasn't moved.

Say what you will but Manny isn't that far gone that he shouldn't walk through Rios with ease. However, I don't agree with the OP on how he sees the fight turning out. I believe It will be an exciting all action war for as long as it lasts, Rios will be absorbing and walking thru violent attacks and landing some bombs of his own. Ultimately, I think the corner stops the fight for Rios in the 9th or so.
