The accusation he seems to be making was that they were specially manufactured with adjusted padding (which would presumably be illegal - or at least would warrant some kind of censure from the State Athletic Commision) - does this really seem probable from a major boxing glove manufacturer?

I believe there is no cheating done by Golovkin, but it would be interesting to see a Nazeem Richardson trained top fighter fight Golovkin. Some one like Hopkins at 170lbs, Nazeem could look in on these gloves and expose anything, if there's anything fishy he'd catch it. I doubt there is. Maybe fighters should start hiring Richardson as a glove inspector.
