Pac agreed to full random testing in 2011 with no cutoff. So it's not just now.

pac never said he was afraid of needles, it was arum who made that comment. also pac never denied random blood testing, he wanted a cut off date, and he was willing to test right after the fight. this part always get left out when debating about this subject.

its funny because pac never said no to random testing he wanted a cut off date. both parties didnt agree to the cut off date presented by each team so the fight didnt get sign. pac later agreed to the cut off date team mayweather suggested at first but this time floyd took that off the table and said no cut off.

Why? Because Manny and Top Rank could not get a guarantee that a cut-off date would be certain. Why? Because there's no such thing as a fighter knowing when he will or will not be tested in random testing.
