          Yes. Manny Pacquaio ducked him in 2009. Mosley refused to fight Mayweather when Mayweather was at 130 and Mosley was champion at 135. Ricky Hatton (actually his promoter) refused to fight Floyd at 140 and Cotto (actually Bob Arum and Cotto's reps) refused to allow Cotto in the ring with Mayweather when they were both at 140. So, the answer is yes.

            Cotto was a world champion at the time that Mayweather asked for the fight. Mayweather had fought two fightst at 140 at that time. How the f.ck can you be green and be a world champion?
