Floyd would've been great in any era. I favor a prime Duran over a prime Floyd. Duran demolished everyone in the lightweight division and was already a legend before he beat Leonard. Leonard had already beat Mayweather Sr who fought similar to Floyd. Duran was a different animal and if Floyd thought Cotto and Castillo were good pressure fighters he has no idea how difficult it would've been to keep a prime Duran off of him. Hand speed jab and power was all there.

Duran Overstates His Case
Its possible this is a translation issue. Statements get mangled in translation and nuance is lost very often. I doubt RD meant to say Floyd would be some kind of club fighter in the '70s. But, there is no way he would go undefeated for 16 years from say '72 to '88 fighting championship level at 130-154. That would take a level of cherry-picking that was not possible in the WBC/WBA era.
His skills are fantastic but without that 0 on the end of his record he wouldn't have the same mystique he enjoys today. Duran (in translation) overstates it, but his basic message stands.
