I guess after saying 'nine' the ref felt he could wave it off at any time, after all 10 comes after 9 which means you're counted out.
The ref was obviously over-keen on waving the fight off but why did Scott wait until 9.something to get up? that question also needs to be addressed.
you are counted out after 10 seconds, the last or first second its still a full second. so no, you cant wave it off at any time after 9, only a second after when the count is completed. anything less is short of a 10 count.
what was going through scotts mind is irrelevant, we can sit here speculating all day but it will be just that, speculation. since the ref didnt allow the fight to reach a natural conclusion.
besides griffin actually counted all the way to 10 and stopped the fight even though when he reached 10 scott was on his feet. if he counted to 9, had a look at scott and decided to stop it there would be no controversy. but when you give someone a short count, he still beats it and you count him out on his feet something isnt right.

I didn't say you could, merely that the ref felt that was the case and was comfortable that after saying 9 and the fighter still wasn't up that he could wave it off.

Right, but I think you still have to take into account Scott's decision to get up on 9.something, that isn't exactly screaming to the ref that he's ready to continue. You've got to show the ref you're fit to continue and languishing on your knee for most of the count doesn't exactly suggest that.
I remember Rigondeaux in the Donaire fight -- after being knocked down, Rigo got up, took a bow and was ready to fight at 5... The ref stopped him and quickly counted until 8... It was quite a scene...
Did anyone you guys catch the post fight convo with the commentators? They showed the ref count in slow mo and one of the commentators asked to show it in real time, and the head commentator claimed it was real time which is obviously was not. It was funny because then guy just wanted to prove that it was a legit 10 count but they would not show it in real time. Anyways just saying, not trying tonsay they are corrupted but it was very odd.
Well, I've checked the WBO rules (because the fight was sanctioned by WBO)...
They read as it follows:
SECTION 25. COUNT
(a) When a contestant is down, the Referee shall order the opponent to retire to the farthest neutral corner and shall immediately begin the count on the fallen contestant. The Referee shall audibly announce the count while he moves his arm downward indicating the end of each second of the count.
(b) If the opponent refuses to remain in the neutral corner farthest from the fallen boxer, the Referee shall stop the count until the boxer returns to the corner and shall then resume the count at the point in which it was interrupted. The fallen fighter shall take the compolsory eight (8) count.
(c) If, when reaching the count of eight (8), the fighter is up, the Referee, if he deems it necessary, may examine said contestant taking all the time needed to evaluate whether the contestant is fit to continue. If the Referee determines that the fighter is fit to continue, the Referee shall promptly order the contest to continue.
(d) If the contestant taking the count is still down when the Referee calls the count of ten (10), the Referee shall wave both arms indicating that the contestant has been knocked out.

You're an idiot.
The ref could count to 6 and wave it off if he wants to. If a fighter is knocked down, a 10 count is mandatory. Whilst in the process of counting to 10, if the referee deems the fighter unable to continue - he can stop it.
I think you Americans are having a hard time understanding this, it happens regularly over here.
