It doesn't make sense. The better boxer wasn't regarded as high risk so there was no need to fight at catch weight (full 154 Lbs limit) while the easiest, weaker, less experienced and lower risk fighter was requested to have a catch weight of 152 Lbs. Floyd is a real idiot.

I can't knock your point because it makes sense, but people act like they don't realize the reason Floyd felt comfortable fighting Miguel @ 154 is because they fought at the same weight around the same time for a number of years before Miguel moved to 154, and 2) Anyone who really knows boxing knows Miguel isn't a full fledged 154lber, he's stuck between weight classes from a size perspective. For Example Danny Garcia probably wouldn't have a problem fighting Amir Khan for his first fight at 147lb, but I'm sure he wouldn't fight Keith Thurman at 147lb for his first fight because he knows Thurman is already adjusted to the weight. Cotto's resume at 154lb before he fought floyd was laughable. Yuri, Mayorga, Margarito....Canelo's resume isn't much better but he knows for sure that Canelo is a full fledged 154lb fighter who hits like one. Had Cotto fought someone like Angulo,Lara or Kirkland and stopped them, best believe Floyd would've made Cotto fight at a Catchweight.
