                A his very best, he was pretty good. World level, and could arguably have won a title with better training and management, but even at his best he had flaws that would see him get beaten by most of the top fighters. He had long lapses, and while he could be tricky to hit when he thought about defense, he could also be easy to hit much of the time too.

                He often fought to the level of his opponent, could be easily drawn into brawls, and he lacked power. He was good, very entertaining and at his best was also an excellent fighter, but he never could have been elite, or even a really good champion. Doesn't matter though, because he was very fun to watch.

                    What exactly was his best? He always took crazy challenges on short notice. He was basically a regular joe sitting around doing **** and the promoters needed an alternate to fill in so they dragged him off the street. For him being a journeyman he was impressive for how he pushed a lot of fighters to the limit. If Floyd Mayweather Jr. said this guy was his toughest fight and a lot of other pro give credence to his ability then how can you say he could had never been elite? His power and other attributes would had increased if he had a career that was managed like Mayweather, Corrales, or any of the other lightweights at the time.
