It's hard to know who can hit harder even if you have fought both. For example, Mosley said he's never been hit as hard as Pac hit him, but I seriously doubt that Pac hits harder than let's say a prime Cotto.

It's the fact that Pac is so fast that he hits you when you aren't looking. So those punches have that much more of an impact.

I know others have already told you this but Judah said Matthysse hit harder than Garcia. He said Garcia hits very hard but Matthysse is a terrific puncher with both hands. Look at their reords and it is plain to see Matthysse hits harder. He has one of the highest KO percentage of all the top pros.
